Applicant Property Owners requested an amendment of a previously approved Type 3 Land Use Permit (ZON2013-00659-CUP) allowing commercial activities in conjunction with farm use (i.e., a conditional use winery) located on land zoned for exclusive farm use (EFU). The previously approved permit allowed use of the existing building on Tax Lot 1400, adjacent to North Phoenix Road, as a “Phase 1” winery for processing and marketing activities (e.g., the tasting room) to be followed by with second phase for construction of a 2,400 square foot wine processing building at the center of Tax Lot 1400 with an adjacent use area for special events.
In December of 2014, a 32.17 acre parcel (Tax Lot 1500) was acquired adjacent to the south of the Tax Lot 1400. An additional eight acres of vineyard (wine grapes) have since been planted on Tax Lot 1500.
This proposed amendment revised the siting of the Phase 2 wine processing facility located along the Campbell Road frontage on the recently acquired Tax Lot 1500. The building is approximately 14,400 square feet including a covered concrete crush pad at the rear (north) of the building. The interior of the building would house fermentation tanks and other wine processing equipment, wine storage (barrel rooms and case goods storage), a production facility office, a lab, a work room and a staging and shipping area. The relocated Phase 2 winery would not include an adjacent event area as was allowed by the original permit. This facility would be devoted solely to the processing and storage of wine products.
Retail operations and marketing activities would be limited to the existing Phase 1 facility along North Phoenix Road. Additional public parking that was to be provided at the previously approved Phase 2 site would instead be provided adjacent and south of the Phase 1 facility on Tax Lot 1500. An access drive connecting that facility south through the recently planted vineyard additions to Campbell Road will be provided to improve site circulation and access overall. The Phase 2 facility will have separate dedicated access to Campbell Road to insulate it from the Phase 1 public parking and traffic circulation.
