CSA Planning worked on the approval for ODOT’s safety rest area and welcome center near milepost 12 on Interstate 5 about 500 feet south of the Ashland Urban Growth Boundary. CSA Planning’s work involved detailed technical analysis, coordination with local and state officials and outreach to neighboring property owners. CSA Planning prepared findings of fact and conclusions of law and provided extensive public hearing advocacy. The findings presented a legal basis for permitting a safety rest area in an exclusive farm use zoning district. This was accomplished by amending the Jackson County Comprehensive Plan through the goal exception process. Jackson County Board of Commissioners approved the rest area, a connection to a sewer line and construction of an access road to serve the rest area.
